IE cannot download files

I'm not able to download files from the internet while
using one of my computers username accounts, the other
accounts work fine. I get the following response

(Internet Explorer was not able to open this Internet site
the requested site is either unavailable or cannot be
found)

I have no problem browsing the net just when I try to
download any type file from a site.
