Can't delete rules

I just reinstalled windows XP and office 2003 and hooked up my pst files.
The rules were all in place but were not working. All were checked and
appeared fine. I imported a fresh backup of the rules from my working version
before my reinstall. Still no go. Plus it will not let me delete any of them.
I had found how to "clear" them all which I did and imported again. Same
thing. None will work. Any ideas?

Are you opening Outlook with the /cleanrules command?

Start > run > outlook.exe /cleanrules

Yes that is what I used. I just did it again and imported my rules. No luck.
Can't delete any and a few are not selected and it will not let me check box
them. None are working. Hope I don't have to reenter them.. I have close to
100. Ü
