Rules and PST for OL 2007

We just updated a group of Outlook2000 users to 2007, and we came across a
problem with Rules and PST files. A few users move their Exchange 2003 mail
to their PST files via Rules Wizard, the email show up with its Header but
no/blank Message body. After a day working Rules problem - updating the
Rules, clearing out, recreating them, the solution was create PST in native
2007 format. Ok, everything is good, but if we import old PST data from prior
2007 upgrade into the new PST file the Rules Wizard now said "Cannot move to
the Folder". Is there a practical solution here, beside having dual PST files?

What is the exact text of the rule? Is there an antivirus program configured
to integrate with Outlook? Why are you importing instead of opening and
copying?

There’s no AV integration. We did Copy at first, but problem continue.
Thought Export/Import may do more than just a Copy.
It's a simple rule: Apply this rules when a mesg. arrives from ‘William’
and on this machine and move it to MVI folder. ( the MVI is in the native
PST file)

I try it again with a new empty native PST file still no success. Started
with a command line \cleanserverrules and \cleanclientrules. Now I’m been
told that the native format was not working either, which I just confirmed.
I had looked at Howto-Outlook.com, MSoutlook.info and other for solutions.
Did applied Office sp1 and sp2 after the install. It’s a disappointment for
some who were pushing for the 2007 upgrade.

Include the "stop processing more rules" action to see if that makes a
difference.

Added ‘The stop processing more Rules’ to my last Client-only rule. When I
apply it , I get a message ‘The rule has a condition that the server cannot
process. This action will prevent server rules from being carried out. Are
you sure?’ I answer Yes.

I ran ‘\cleanserver rules out’ last week and only set up client-side rules
for testing, why is it concern? And I still ‘Cannot Move to the Folder’, but
I can manually do the move. The 3 users are not thrill by that option, manual
move.
