Can't delete folder in Windows Explorer, can in cmd

I've got a dynamic disk NTFS volume mounted as the folder "\Projects"
under C:, and Everyone has Full Control of everything on it. I find that
no user, no matter how strong their credentials, can delete any folder
inside \Projects. They can, however, delete files. What's even stranger,
any user can delete any folders using cmd.exe.

Does anyone know what's wrong with this volume?

I found the answer to this:

It seems the implementation of mounted volumes is very poor.
