Can't customize taskbar notification area icons

I just reinstalled Windows XP, sp2 on a new hard-drive. I used to be
able to customize the icons that appear in the taskbar notification
area (tray). I can get into the correct area and after each icon name
I have a dialog box that shows the different states such as "Hide when
inactive" or "Always show". But when I point to this box I only have
one choice... the one that the application used as it's default... it
won't let me change it. Previously I could change it to "Always Hide",
"Always show" or "Hide when inactive".

Any clues as to why I can't change this option?

RIGHT click on the task bar. A menu will open and the first option should be
"tool bars" and that opens another menu. Click the option "quick launch"

This has nothing to do with Quick-Launch. That's already active and
works fine. It has to do with the icons next to the clock
(notification area or tray). Right-click on blank space in this area
and then click on "customize notifications". That's what I was
referring to.

However, as an update. For some weird reason I can now change the
hide/show options after reinstalling MS Office. Don't ask me why...
coincidence? Microsoft works in strange and mysterious ways. <vbg>

Sorry, I don't have that option in my task bar. I have plenty of icons from
programs running (listed in the SERVICE section). I don't use the scheduling
program so it's not running on my computer. Sorry I can help.

Did you ever get this fixed? I have never seen this issue, but was wondering
if resetting the defaults might help.
