Hide Inactive Icons "forgets" that the icon should be hidden

Hi !
I find that sometimes, a "Always Hide" icon shows up on the tray
again. Why ?
I can quote a particular situation. I go to Task Manager and
terminate Microsoft Activesync. When I start it again, it will show
up as "Hide when inactive" instead of "Always Hide". Is there a way
to really make it permanenet ?
Also, is there any commands to change the status of the icons from
"Always show" to "Hide when inactive" to "Always hide" ? Any command
that I can run from command line to make this change ?

Notification Area is Windows XP's name for the former System Tray.
