Can't Change Registry Permissions

I need to change a registry permission in XP Home Edition. I am using
regedit and cannot find Permissions listed on either the Edit menu or in the
right-click menu. It is simply missing as an option. Logging into Safe Mode
as Administrator has not made any difference. According to the Microsoft
literature, Home Edition users should be able to modify permissions in
regedit. Any suggestions?

By the way, I want to modify permissions under
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\ENUM\USB

Have you tried to change Permissions using Regedt32.exe ? If that doesn't
work, have a look at this article:
