Upon installing IE7, I had to reset many registry permissions to include
administrators because it didn't have any user listed in the Permissions
screen.
When I tried reinstalling IE7, it found new registry keys that were not set
with correct Permissions.

It took me about 10 minutes to set all keys that would include the
Administrator as a user with full control. When I tried to install IE7
again, it found others.
How can I fix the permission problem?

I am trying to update windows but IE gets stuck.. Soomething about HKCR
having a "bootstrap" (registry entry) not having the right permissions. and
this is one of many registry settings that I cannot access. I have to take
control of it first, then add Admins as users with full access.

1. Is there a program that would help me with multiply registry edits or fix
permission problems?
2. Can I change the Permission on HKLM, HKCU and others so that the
permissions could be transferred to child objects below and others instead
of changing1 by 1

You don't need a program to modify the registry security settings if you
follow these instructions... it's really simple if you fully understand the
procedure. You first have to take ownership of the main hive key if the
administrators group does not have ownership. This is according to
the KB308421 article's instructions.

Start from the main HKEY_CLASSES_ROOT registry key, right
click\Permissions\Advanced Options\highlight Administrators\modify\check
Full Control and accept\check the "Inherit from parent the permission
entries that apply to child objects. Include these with entries
explicitly defined here" check box.. this will inherit the security
permissions you establish here to all the keys included in the
HKEY_CLASSES_ROOT hive. This is according to the KB308418 article.
