Can't access Contacts from TO: button

My wife upgraded from Office 2000 to Office XP. When she
creates a new mail and clicks the TO button, she gets an
error message: "The address list could not be displayed.
The Contacts folder associated with this address list
could not be opened; it may have been moved or deleted,
or you do not have permissions...."

When she clicks OK, the Select Names window comes up with
the Show Names from the Contacts selected. There are no
entries shown. If she selects the other options,
(Outlook Address Book or Personal Address Book) there are
no entries in either of them either.

Another clue: When Outlook starts and she clicks New to
create a new email, we get a popup error message: "A
program is trying to access email addresses you have
stored in Outlook. Do you want to allow this?" She
clicks Yes to allow it, but they're still not there.

When we click on the Contacts folder directly (on the
main Outlook window), it has all of her contacts in it.
They just can't be accessed. Help!

If you have Contacts in the Contacts folder but they are not accessible when
you click on the To button, check these settings:

Make sure the Contact folder is enabled as an email address book. Right
click the Contacts folder, choose Properties then Outlook Address Book. Is
the box to enable as email address book is checked?

I think a second problem is you have more than one contacts folder listed in
the address book... remove them from address book's tools, options menu.

Thanks for your prompt reply! The Contacts folder is
enabled as an email address book. There are indeed two
Contacts address book entries listed in the address
book. But I can't delete the incorrect one. It won't go
away. I changed the order so that the right Contacts one
is accessed first, and this works initially. But after a
reboot of the computer, it's back to the incorrect way.

Also, I'm still getting that message that some program is
trying to access my address book when I click New
(Message) the first time after starting Outlook.

It's a known issue with SP3; security has been updated to more closely match
the security in Outlook 2003. You may be able to get around the problem by
either disabling Word as your e-mail editor or updating some of your
add-ins, especially virus scanners and spam filters (many major
manufacturers have already released compatible updates). See the following
