Cannot send/receive

Dell Inspiron 8500, XP Professional 5.1.2600, Outlook
2002 SP-2. Cannot send/receive. Last mail received 12.22.
Can access internet. Have checked settings for email
account. Have contacted ISP without success in resolving
issue. When "Test Account Settings" is ran have received
the following error message: "The specified server was
found, but there was no response from the server. Please
verify that the port and SSL information is correct. To
access these settings close this dialog, then click More
Settings and click on the Advanced tab." Settings appear
correct. I would appreciate any insight.

Try to conect to the ISP's mail server manually. Open a command line window
and then use telnet to test. Let's assume that your ISP is myisp.net and
that it's mail POP server is pop.myisp.net. In the command line window, do
this (what you type is preceeded by "-> " and the responses you should see
are preceeded by "<- "

-> telnet pop.myisp.net 110
<- Connecting to pop.myisp.net...
<- OK MyISP POP3 server version x.y.x (pop.myisp.net) ready.
-> user youraccount
<- +OK
-> pass yourpassword
<- +OK User successfully logged in
-> quit
<- +OK MyISP POP3 server version x.y.z signing off

<- Connection to host lost.

where "youraccount" and "yourpassword" are, naturally, the account and
password you use to connect to your ISP. The responses you see may be worded
a little differently, but successful ones will always start with "+OK". If
you see something like this, you know that your ISP's server is working
correctly and that the settings in your Outlook mail account are incorrect.
Does your ISP require an SSL connection? Make sure that option is checked
or unchecked, as appropriate.
