Cannot send or recieve email outlook 2007 and vista

I cannot send or receive emails. I was able to this morning then later this
afternoon it was given an error message.

Do you believe the error message text has no bearing on the issue?
 
I am able to recieve and send emails. I truned off my PC-cillin anti-virus
software.

But now when I open outlook, a little window pops up and says installing
program, and nothing installs. It look like a windows pop up.
