Can't send mail from one location but can from another

I am using Outlook 2007 (Vista) on a laptop. I can send and receiv
mail from my own house but cannot send from another location...but ca
receive. I get an error message which I could no copy but get
similar message using Windows Mail which also does not send from th
second location. The error message is:
An unknown error has occurred. Subject 'Test', Account
'pophost1.tinyworld.co.uk', Server: 'mailhost.tinyworld.co.uk'
Protocol: SMTP, Server Response: '554 Sorry, your non-local IP addres
(86.17.38.20) is not allowed to send email via me.', Port: 25
Secure(SSL): No, Server Error: 554, Error Number: 0x800CCC6F
Any sugggestions please

it looks like they either don't accept mail from IP addresses not on their
network or you need to use a different port (587 is commonly used) and
authenticate to the outgoing server with your username/pw for that ISP.
