can't send emails

I have an error message when trying to send emails but I can recieve them
error message reads
An unknown error has occurred. Subject 'Fw: PayPal electronic funds
transfer', Account: 'pop.tiscali.co.uk', Server: 'smtp.tiscali.co.uk',
Protocol: SMTP, Server Response: '554 Sorry, your non-local IP address
(81.155.158.38) is not allowed to send email via me.', Port: 25, Secure(SSL):
No, Server Error: 554, Error Number: 0x800CCC6F
 
Did you pay your fees for your Service provider on time ??? They usually put up this
warning for non payment before cutting off the complete service
 
Help.
Apparently my emails are not going anywhere. I can receive. I have sent a
number of emails to myself (testing) and I never received them. Does anyone
know what I might need to do? The addresses are on file, I just say send.
It doesn't work! Help!
 
It means that Tiscali is objecting to your attempt to send from a non-Tiscali
internet connection (apparently from BT).

The best workaround for this problem is to substitute the SMTP server
belonging to your ISP (BT).
 
Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
 
The connection to the server has failed. Subject '', Account:
'pop3.live.com', Server: 'pop3.live.com', Protocol: SMTP, Port: 25,
Secure(SSL): Yes, Socket Error: 10061, Error Number: 0x800CCC0E
 
Wrong Server name : change it to smtp.live.com NOT pop3.live.com
Wrong port # : chnage it to 587 NOT 25

Nice catch. The port number leaped out at me such that I didn't notice the
server name.
