Error message 0X800CCC6F

Can any one help with the following message that I received when setting up
Windows mail on my new computer. It seems that I can receive but not send
mail.

An unknown error has occurred. Subject 'kkkkk', Account:
'pop.tiscali.co.uk', Server: 'smtp.tiscali.co.uk', Protocol: SMTP, Server
Response: '554 Your IP (86.155.18.101) is being blocked because of excessive
spam e-mail traffic.', Port: 25, Secure(SSL): No, Server Error: 554, Error
Number: 0x800CCC6F

That's not a Windows Mail problem. Your mail provider (Tiscali) is
blocking your ability to send for administrative reasons. Call them
to find out how to resolve that issue.

One workaround is to get a free Gmail account and use that for
sending.

Thanks for the advice. I have checked with Tiscali and been asked if I can
send via Tiscali webmail, the answer is yes and they therefore suggest that I
contact my PC supplier to have the system checked.

The quote was "If you can send email via Tiscali webmail then you will need
to contact your PC Supplier to have your system checked."

Sounds like Tiscali is giving you the run-around. Their SMTP server
is doing the rejecting, not the webmail server. If you can't get them
to fix their SMTP server, you will have to use the Gmail workaround
I gave you earlier.

You need to talk to Tiscali again. They have your account block because
your account has sent excessive spam mail. Your Computer may have been
hijacked and is being controlled and used by another to send spam.

Tiscali's SMTP server is rejecting you because too much spam or worse has
been sent from your IP address. Start by removing all malware and then
contact Tiscali and ask to be reinstated explaining what you have removed.

Do a thorough check for malware, following all of the steps at one of these

So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus,
whose ads for malware don't identify the malware as such and try to convince
you that you owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

Thanks Guys, I am not sure whether to believe them....they asked to try and
set up the same account on another PC using Outlook to see if this worked.
The surprise was that it did, they maintain that the problem is with the Anti
virus software that comes preloaded on my new DELL (McAfee) and suggested
that I restore the factory defaults....this did not work. Further more they
claim that my account is not blocked.

I have resorted to web based mail!

Was the other PC with Outlook sending from the same location?

Did you try it after uninstalling all third party security programs from
your Dell machine?

Does the account work if you uninstall McAfee?
