Cant send emails from Windows Mail

Since I have had this computer with Windows Vista Home Premium I have never
been allowed to send emails through Windows mail. The error message i am
getting is :-

An unknown error has occurred. Subject 'test', Account: 'pop.tiscali.co.uk',
Server: 'smtp.tiscali.co.uk', Protocol: SMTP, Server Response: '554 Sorry,
your non-local IP address (82.13.155.52) is not allowed to send email via
me.', Port: 25, Secure(SSL): Yes, Server Error: 554, Error Number: 0x800CCC6F

Can anyone help PLEASE

I bought a new computer in Dec. and it has taken over a month to figure out
why my emails won't send from Windows Mail. The problem was that at Circuit
City where I bought my computer, they installed Norton Internet Security
2008 and Web root Spyware and they were in conflict with each other. I
called Norton and they disabled the Web root Spyware and now my emails are
sending.

It looks like tiscali.co.uk does not consider your computer part of its
network.
Many internet providers block connections to port 25 that cross from one
internet provider to another before they get to the server.

Also port 25 and SSL are seldom used together.

The IP you were connecting from, 82.13.155.52, is part of the NTL network.
Tiscali does not want you to use their SMTP server from another network.

There are four workarounds:
1. Use the SMTP server belonging to your connection (NTL).
2. Send messages via web mail.
3. Ask your mail provider if their SMTP server accepts connections on a port
other than '25'. Typical alternate ports are 587 and 465.
4. Get a Gmail account, and use that for sending. Gmail uses port 465.
