how to set up mail so I can send through windows mail

My iSP is sky but I don't use their email, I use a tiscali account. I have
sent up windows mail so I can receive my tiscali emails in but get the
following message when I try to reply and so meaages do not send. Can anyone
help?

An unknown error has occurred. Subject 'test', Account:
'pop3.tiscali.co.uk', Server: 'smtp.tiscali.co.uk', Protocol: SMTP, Server
Response: '554 Sorry, your non-local IP address (90.195.250.251) is not
allowed to send email via me.', Port: 25, Secure(SSL): No, Server Error: 554,
Error Number: 0x800CCC6F
 
You need to use Sky's SMTP server to send when connected to them. Change
just the SMTP server settings to match those here:

Leave your POP settings as they are to connect to Tiscali, and you should be
in business.

Have updated the SMTP server and now get the following message:
An unknown error has occurred. Subject 'test', Account:
'pop3.tiscali.co.uk', Server: 'smtp.tools.sky.com', Protocol: SMTP, Port:
465, Secure(SSL): Yes, Error Number: 0x800CCC0B
 
Additionally, the SMTP authentication needs to be customized.

In Windows Mail go to Tools, Accounts, select that mail account, click
Properties, Servers. Make sure that the option "My server requires
authentication" is checked. Then click the adjacent "Settings" button.
Select "Log on using" then enter your Sky username and password.
Click OK.

Thanks Hal for the help..... I am having the same problem, can't send mail
through "Windows Mail". I am connected to my neighbors AT&T wireless for my
lap top...with her permission. Do I need the AT&T address to send mail?
I can send mail from gmail and my old dial-up connection isp, but want to
send all through "windows mail"
 
Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
