Cannot Send E-mails

I just created my account and it is not working. This is the error mesage I
get:

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'Videos',
Account: 'pop.east.cox.net', Server: 'smtp.east.cox.net', Protocol: SMTP,
Server Response: '550 5.1.0 Your email could not be delivered at this time.

That link will not open. I created it through a program I have to send
pictures and videos. All it asked for was my Incoming and Outgoing servers.

Sorry about that link not working. Like much of what Cox does, the
JavaScript on their web pages doesn't work very well.
If Cox is your ISP, they owe you support, so give them a call.
