cant send emails

This is the message I am getting when trying to send emails. I have been on
the phone all day with DELL and COX trying to fix it.

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'test', Account:
'pop.west.cox.net', Server: 'smtp.west.cox.net', Protocol: SMTP, Server
Response: '550 5.1.0 Your email could not be delivered at this time. We
apologize for the inconvenience. If you are using a new Cox.net email
account, please try again in 15 minutes. If you are not using a new email
account, visit http://support.cox.com for additional assistance in correcting

Well, nothing is wrong with your Windows Mail. From the error message
I would have to say that something is wrong with the Cox SMTP server.
