Cannot recieve e-mails, but can send e-mails

My e-mail has been sending and receiving just fine, for the last year - all
of a sudden, it does not allow any e-mails to come thru and there is an error
code. The error code is as follows:
"The connection to the server has failed. Account:
'shawmail.ed.shawcable.net', Server: 'shawmail.ed.shawcable.net', Protocol:
POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number:
0x800CCC0E"

Thank you and I appreciate your assistance - I can still go on line, thru
shaw high speed, and send e-mails.

That type of problem is usually caused by interference from a non-
compatible antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
