Cannot Open Internet Options

Two weeks ago, when I clicked on Internet Options, I got
this message, which has been the response ever
since: "Operation has been cancelled due to restrictions
on this computer. Contact your system administrator."
Problems: I don't HAVE a system administrator. Although
this computer is networked with my husband's, we use them
completely separately. I have searched Microsoft's Data
Base to no avail.

I desperately need to clear my cache. Hope somebody can
help!
