Unable to open internet tools

A couple days ago when i using IE6, i was unable to open
internet options on the tools button. I always get a
message saying " Restrictions: this operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator". My computer is
a stand-alone pc using at home. Greatly appreciate having
some help from somebody.
