Cannot access internet options through tools

About 2 weeks ago, IE stopped allowing me to access internet options through
tools. It gives the error message:
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator"
I am the administrator--I've never encountered this issure before. If
anyone has any insight, I would appreciate it.
 
Some possibilities

- It is possible that you have installed the Active-
Directory in your firm?
An other administrator has set some restrictions
with this Active-Directory for all the administrators
or computers.
- An other administrator has used this computer and set
this restrictions locally.
- You have an virus problem? (sometimes possible)
- An hacker has installed a program that give him full
access to this computer (as an trojan virus?)
(I hope that is not a server!)

Sometimes it helps to reinstall or upgrade the browser or
(very bad) reinstall the computer.

I'm having the same problem and I totally deleted spybot and it's still not working! Could anyone help?

Thank you Mike...I didn't realize it was a setting in Spybot.
It did work.
