cannot logon and fix

I have the problem outlined in article 307545
(http://support.microsoft.com/?scid=kb;en-us;307545&spid=1173&sid=1211), but
I can't seem to log on as administrator and it won't let me make a temp
folder otherwise. when i enter the command "LOGON" and hit "enter" it gives
me an empty, blank line, then another command prompt. any suggestions?

I don't know how, except starting from windows

When booting, hit several times F8 and choose the option. When in safe mode, try to do what yo want.
