After several power outages this message started to appear before windows
loaded. I tried the solution given at
http://support.microsoft.com/default.aspx?scid=kb;en-us;307545 but it's no
use (it will not let me copy the file)...is there anything I'm missing? I
created the "Tmp" folder..the commands jsut won't copy the files into it.

Something interesting about this computer is that there are 2 windows XP
installed on 1 partition..might this be root of the problem?

Thanks in advance.

Try a boot into Safe Mode, by hitting F8 just before the "Starting
Windows" screen would appear (takes a bit of practice).
Choose LAST GOOD.

If the problem persists, try swapping current RAM (even if it checks
good) for a single, high-quality 512Mb chip. XP reportedly is sensitive
to memory timing.
