Cannot load driver for an officejet 4215xi

I have just purchased an HP officejet 4215xi . When I start the driver
install process the system gets stuck on the "check System" and can not go
past it. It seems my machine cannot install any new drivers at all. Even
new games cannot be installed.

I had this problem with another driver. All I did was install all
Microsoft updates, and update the Install Shield manager, then it
worked.
