Cannot download from IE

If I want to download from IE the "File download" window "Getting File Info"
opens. There is no possibility to chose anything else than "cancel". Then it
downloads the whole file (in one case 118 MB) without asking if I want to
"open" or to "save" the file. After downloading the file a new window opens
"IE cannot download www.......... IE was not able to open this Internet site.
The requested site is either unavailable or cannot be found. Try again later."
The file is nowhere to be found although it has been downloaded.
What can I do?

Windows version? What types of files are you trying to download? .exe
files or others? First thing to try is to totally delete your Temporary
Internet Files (TIF) folder - instructions here:
