cannot download files

I am helping my sister set up her new computer (as in a
few days old) and have not been able to figure this
problem out. She has XP home, a very capable HP box, and
DSL. When I went to windows update to download updates
it stalled and occasionally I would get an error message
that indicated that the problem might be that the server
was busy. This happened consistently, so I checked the
error number on support and tried to download the
scripting fix indicated. No luck. I then tried
downloading files from other sites, including zone labs
and a few others. Each time the dialogue box comes up
and then the download starts, but the progress bar never
advances. The next thing that I tried was to email her
the netscape 7.2 setup program, which she got, and had
her try to install that. Again, there was never any
progress on the download bar. I thought the problem
might just be Internet Explorer, but now I'm not so
sure. Norton antivirus will not download updates
either. We have contacted her dsl provider and HP and
neither one has been any help. I have checked all of the
network and security settings that I know of and can't
figure this out. Any help would be appreciated.

please have a look at http://www.michna.com/kb/WxNetwork.htm.
There are some chapters on IP stack repair and Winsock
corruption that you may want to look at.

Perhaps it could also be a false proxy setting or some such in
the Internet options.
