cannot download exe files in IE 6 and IE 5.5

Whenever I try to download an exe file, I get the error
message "IE cannot download *.exe from <servername>. IE
was not able to open this Internet site. The requested
site is either not available or cannot be found. Please
try again later."

I am running IIS 5.0 on the server. There is no problems
with downloading PDF, zip and Office files, only exe files.

I wonder if this is due to the IE browser, IIS 5.0
settings or the network.

Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer
If it is only .exe files, then read on and see if this is relevant:
Remove the plugin with Regedit.exe
Start/Run menu applet execute: Regedit.exe
Navigate down to this key and remove it, after exporting it as a normal
safety precaution.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe
If that key exists, then you will see what plugin has been installed. The
key does not normally exist.
