Cannot download using IE 6 even after installing Mircosoft Fix

I have installed IE 6 and whenever I try to download a
file, it says that the web site is not available at to try
again later. I have installed Microsoft's own fix as
listed (q816868.exe)and it has not made any difference.
Are there any other options availabe other than going back
to 5.5?
