cannot download

On IE 6 sp1:
I am constantly getting "Internet Explorer cannot download
<file> from <site>".
I found a patch that looks like it will fix the problem
(q816868.exe - 7/14/2003), but I get the same download
error message when I try to download the patch.
Any ideas or suggestions?
