Internet Explorer cannot open <file> from <server>

Recently my IE has problems downloading anything from any
web site. It displays the following error message...

"Internet Explorer cannot open <file> from <server>.

I checked the Microsoft Technet site and they suggest that
to fix the problem I need to upgrade IE 6.0 to IE6.0 SP1
and as well install a package q816868.exe. I have done
both and the problem is still there. The computer has been
restarted after both installs. The problem still exists.

Has anyone managed to fix this????
