cannot delete .dll file

I have a virus and have tried to delete it with norton
but it wont delete or quarentine it. I tried booting into
safe mode and deleting or renaming it but still can't.
What can I do to remove this .dll file. I know it can be
done I can't think of any other ways tho.

IF, big IF, you installed XP on a FAT32 drive you can use a real-mode DOS
boot floppy to boot the computer then navigate to the appropriate directory
and delete to your heart's content.
 
Well it so happens that it is NTFS so what are my options
if any?

Unfortunatly I am using NTFS not FAT for the file system.
Any other thoughts?
