Deleting .dll files

I want to delete Roxio Shared located in C:\Program Files\Common Files. I no
longer need Roxio easy media creator 9. I am not afraid of deleting the .dll
files that are within this Roxio Shared because I know them for sure and if
they are deleted, the system will not be affected. When I try to delete Roxio
Shared, I receive the message:

"Cannot delete CPSCommonTools9.dll: Access is denied. Make sure the disk is
not full or write-protected and that the file is not currently in use".

The file is not use but I can't delete it. I get the message above. How can
I delete such a .dll file or any .dll files that I no longer need?

Right click it and change the Attributes there and try the deletion.
Another try in safe Mode, if safe mode didn't help try to take the ownership
of that file and delete:
