Get the following message when trying to connect to the above newsgroup

Account: Microsoft Communities
Server: msnews.microsoft.com
User name: (e-mail address removed)
Protocol: NNTP
Port: 1919
Secure(SSL):0
Code:800cc0e

I am using Vista and Windows mail
I have anti-viurs turned off

Some AV suites just by turning it off will not do. You need to uninstall the AV program completely and the reboot and then re-install it WITHOUT the email (scanning) integration option.
If you are using Norton or MacAfee the uninstall it and install something like Avast or AVG which would be much less intrusive

For msnews.microsoft.com the account (User) name should be left blank.

Note: Always copy and paste error messages, to avoid typos.

Where is the setting in Windows Mail to leave this blank.

Note: If Microsoft software allowed us to copy and paste error messages in
certain places then I would do it.

That was a typo, the port number is 119 in the error message.

Go to Tools, Accounts, select the msnews.microsoft.com account,
Properties, Servers, uncheck "This server requires me to log on."

AFAIK, all mail and news error messages can be right-clicked on, which
offers the copy option. I agree that not all MS error messages are that way.

Under tools I have no accounts option. (I am using Mozilla Firefox)

This group is for Windows Mail, not for Firefox.
Therefore the instructions are for Windows Mail.

Firefox is a web browser, like Windows Internet Explorer.
Mozilla Thunderbird is an email program, and also can access newsgroups.
In Thunderbird, Tools - Account Settings - Add Account - Newsgroup Account
