Can receive but not send fax

I have Windows XP Home Edition. I have set up the fax and have no trouble
receiving faxes. However, when I try to send a fax (either from a Windows
program or directly) the Fax Monitor dialogue box comes up and says sending
but the send is never completed (An error occured when sending the fax).

Once the fax monitor dialogue box comes up as if I am sending, nothing
happens. The message in the Fax Dialogue box is "An error occured while
sending the fax." I cannot hear the modem dialling. However, I have no
problem receiving faxes so I guess the modem itself is fine.

How about in Event Viewer? Any error messages there?
It is not safe you assume your modem is fine.
Unfortunately, Windows XP Fax has proven to be incompatible with many common
modems and drivers, particularly older ones, even if the manufacturers claim
they are "compatible" with Windows XP. Modem incompatibility is not apparent
during installation or the initial setup. It only becomes apparent when you
first try to send or receive a fax. The Fax Service will dial or will answer
an incoming fax but then fail with any of a number of unhelpful error
messages such as "Line is busy," "There is no answer," or "Reception error."
There will be nothing in Event Viewer to give a clue as to where the problem
might lie.

These errors have been nearly impossible to track down. To do so requires
enabling both PSS and debug logging of fax transmissions, both of which
require fairly extensive registry changes. For the time being, the best
advice is to attempt to use XP Fax only if you have a modem that is listed
on the Windows XP Hardware Compatibility List and using the latest drivers.

I use the MS Fax facility with an old ISA Creative modem.. no problems here
at all..

There is nothing obvious in Event Viewer. As I said, the modem receives
faxes without any problems. Could this be expected if the modem is not
compatible? I bought
the Dell PC in 2000 so the modem is not that old.
