Can receive but can't send e mails through Windows mail

Here is the error message I get:

An unknown error has occurred. Subject 'Re: ', Account: 'pop.charter.net',
Server: 'smtp.charter.net', Protocol: SMTP, Server Response: '550 5.2.0
FeHv1d00C2Q03HN05eJ0v8 Message identified as SPAM - Please visit
http://www.charter.com/postmaster E5110', Port: 25, Secure(SSL): No, Server
Error: 550, Error Number: 0x800CCC69

Apparently Charter thinks you are sending spam. You will have to contact
them for help with that.
