sent messages stuck in outbox

This happened yesterday and I used the link to download the fix from this list.
But today I have 4 unsent messages and this error message comes up:
An unknown error has occurred. Subject 'Emailing: U.S. Department of the
Interior - Speech', Account: 'pop.charter.net', Server: 'smtp.charter.net',
Protocol: SMTP, Server Response: '550 Message identified as SPAM - Please
visit http://www.charter.com/postmaster', Port: 25, Secure(SSL): No, Server
Error: 550, Error Number: 0x800CCC69

So you haven't visited the web site shown in the error message?

Note that connections to port 25 are often blocked if they go through
some other internet provider's equipment before they get to the server -
this is one way to make it hard for spammers.

Oh yes I forgot to say....I did the charter support chat and the telephone
support as well as visit the website. It wants me to adjust my spam settings
under the charter security system which I do NOT use! The charter mail works
fine its when I use the windows mail that the messages get stuck.
I have been "supported" to death on this today.

That's not a problem that any setting in Windows Mail can fix.
I always have an alternate SMTP server available in case the
primary one goes down or gets flaky.
You should get a free Gmail account, configure it for POP,
then use smtp.gmail.com to do your sending whenever
smtp.charter.net gets flaky.
