Can not load ntkrnlmp.exe - Error code is 16

Trying to reload Windows2000 on an old Acerpower 9893 via
boot disks. When I insert Disk #2 I get the following
error:

Cannot load the file \ntkrnlmp.exe The error code is 16

Then the installs aborts. I've searched the MS Knowledge
base with no luck. Any suggestions?
