can not launch IE after connecting to the Internet

Hi, I re-installed windows. After 4 days, I encountered a
strange problem!
Every time i log on to pc, I can launch the Internet
explorer. As soon as I connect to the Internet, and if i
try to launch it, it says:" windows can not access
specified file, path etc. You may not have permissions."
What happened? can it be a virus?

Hi,

Check if you have logged in as administrator. Also it is suggested to
update your PC with Service Pack 1 for XP and Update all the hotfix from
www.windowsupdate.com.

Hope you have installed Antivirus with Latest updates. If not you may have
Virus(not sure). It is difficult to say otherwise.
Also one of the suggested updates to your Internet explorer should be
updated with SP1 Link given below.

Try the suggested updates and reply if it still doesn't fix the problem.
