URGENT: IE won't launch after connection to the Internet???

I can't launch the Internet Explorer after i connceted to
the Internet, although i could before i connect to the
internet. IT's says that windows can not launch the
application, because i may not have appropriate
privelegies. But how come? I'm an Administrator? can it
be the virus? HELP PLEASE

Try on start-up or restarting before the xp screen apears,tap the F8 key
select safe mode with net working,enter as ADMINISTRATOR,see what it does
If problems exist,open control-panel,ADM.,event viewer.
