"Buttons" are on the side now

Since a few, when I open a message on Outlook, the row of bottons
containing File, Edit, View.... is showing up verticallly at the right
edge of the message window, rather than horizontally near the top. How
do I return them to the old position?

Click and hold on the anchor (typically the line or dots on the left (or in
this case the top) side) of the Toolbar and drag it to the location where
you want it.
