Boot fail after installing media player update

hi, i just installed a media player update, 11 i believe. It said for
changes to take effect, restart computer. I did , but it failed to boot with
a power outage in the process. It now boots onto c:/ and comes up and says
on a DOS screen, 'sorry for the inconvenience but ..........
please select how you wish windows to start up.
safe mode
safe mode with prompt etc etc, and finally, if there was a power outage,
start windows normally.
A clock ticks down and then windows tries to start, for about 10 seconds,
then there is a brief flash of a blue screen with some writing and the whole
thing goes back to the start again.
Can anyone recommend a fix?

Updating software won't cause or contribute to a power outage.

The effects of a power outage are unpredictable. Let's not think about
worst case scenarios right now. Restart your computer, and when you see
the boot options screen, try booting into Safe Mode. If you can
successfully boot into Safe Mode you're half way to a solution.
