blurred images

have seen similar prob here twice, no definite answer. i
need exact solution. even msn home page banners are
blurred. when going to a site, no prob, but click a
thumbnail and image is blurred. have defraged, run
spybot, changed dpi to 120 and custom size, no results.
pls help. someone out there knows how to fix this and i
need that person. thanx
