snowy/blurred images on graphics

Problem: When I am in a game (game designer signatures or characters), in
windows explorer (buttons like home or refresh) or viewing my desktop (start
button or shortcut icons) my graphics have a blurred or snowy image to them.

I contacted ATI help and we went through a number of steps including turning
my hardware accelerator down to none from full. I restarted my computer and
my icons are no longer blurry. He said that there is an issue with my OS
(Windows XP Home) that needs to be resolved.

So here I am.....

Does anyone have any suggestions that will allow me to put my graphics
accelerator back to where it should be (full) at the same time keeping the
icons, images,... from blurring or becoming snowy again?

I have had the same problems before even with a clean install of the
operating system, I put it down to a bad card

Check that the fan on your graphics card is working ok.
