images still blurred after all these solutions

ok, here we go again...have asked for help before and
been given several solutions and links, all tried and to
no avail. refuse to pack it in, it has to be fixable.
when I go to a site, thumbnails appear blurred, when I
open a thumbnail, it is blurred. please, will the "real
winner" step up and help me solve this. thanx.
 
Anything we should know about the equipment, e.g, is this a Dell laptop?

If desktop unit, what video card is installed?

What OS are you running?

What procedures have you tried so far?

Is this issue only related to IE?
