Did Kelly ever find out how to switch off those damned pop out balloons,
when the mouse arrow is hovering over quicklaunch icons ?

Are you using XP Pro? If so there is a setting in the group policy
editor called "Remove Ballon Tips on Start Menu Items"
Go to start | run | type in gpedit.msc
Exand User Configuration | Administative Templates | Start Menu and Taskbar
I don't know if that will work for you or not. I enabled it and
rebooted, but they still showed up on my system. I do have some
services disabled so I don't know if it didn't work because of that or
something else in my configuration or it just doesn't do what it says it
will do.

You can change the text of them, but not eliminate them as of yet. Am still
