Balloon Tips totally off.

The Start menu and its menu's (like Programs) all have
these pop-up balloon tips or messages when you mouse over
them.

I'd like to turn these off totally. I've used the
TweakUI registry editing tool to turn off the Start menu
balloon tips but this doesn't even turn off all the Start
menu balloons.
Is there a way to turn all these off?
 
Sure is. Go Start, Run, type in gpedit.msc and click ok. When
that comes up, click the plus on Administrative Templates, the
last item on the left side. When that opens, click on Start Menu
and Task Bar. Look at the list on the right side, tenth item from
the bottom, and double click on it, then click Enabled, and OK
out.

....and on Windows XP HOME edition, on which "gpedit.msc" won't work?
 
Then I'd suggest you go to Kelly's Korner and see what she has to offer.
