background watermark type picture

Ahoy,

I would like to use a picture as the background on one of my web pages. How
do I do this and have it light enough (like a watermark) so that it will not
block out my text?

You need to washout the image you want to use with an image editor program - you should optimize it too to get it as small a file as you can.
