trouble making picutes into watermarks on FrontPage

I was attempting to insert a picture as a watermark on the homepage of a
website I am building. I followed the directions which are
In Page view, at the bottom of the document window, click Design .
Right-click the page you want to add a watermark to, click Page Properties
on the shortcut menu, and then click the Formatting tab.
Under Background, select Background picture, and then select the Make it a
watermark check box.
Locate and click the graphic file you want.
background, background picture and watermark were greyed out and i was
denied access can someone help me out. I am using Frontpage 2003

Are you using a theme - the theme controls the background, background
pictures, etc., so either remove the theme or modify it. (I can't help with
modifying themes.)

Otherwise, Tools->Page options - Authoring Tab
Set Browsers to Custom or Internet Explorer only,
Tick the boxes for CSS1 and CSS2
Set the Schema version to Internet Explorer 5.0
