Cannot apply background picture to all pages of site

I am modifying an existing website using FrontPage 2003. The website has
about twenty pages and was originally developed with a combination of FP1998
& FP2000.
I am attempting to add a gif-based background picture to all the pages. I
would also like to use the watermark effect on these pages. There are no
themes being used on any pages of this site, and browser setting for all
pages is set to both IE and Netscape.
When I click on Format, Background, and then select the Formatting Tab
approximately one third of the pages have the "Background picture" and "Make
it a watermark" checkboxes grayed-out. None of the pages in this site are
currently using Shared Borders. I have modified a theme using this new
background image and it works but I lose the watermark effect.
Any help in solving this problem will be most appreciated.

to be able to use a background and watermark simultaneously you'll have to
avoid using a theme and set it conventionally or simply use cascading style
sheets to do it.
btw; just because you aren't using a theme doesn't mean you can't use a link
bar from that theme on your page.
